<p>The Prison and Community Action Team (PCAT) is finalizing a <b>Principles Statement</b> that we will use to introduce our work to MACG institutions.</p>
<p>We plan to host a <b>forum</b> to engage leaders and “newbies” in dialogue regarding criminal justice that reflects our values of human dignity, the capacity of people to change and building safe, healthy communities. <br /><br />Our three main areas of work focus on sentencing, in-prison preparation for re-entering society, and fair opportunities for people to succeed once they have been released.<br /><br />The goal of the forum is to provide opportunities for conversations and sharing stories. We wish to develop an understanding amongst members of MACG’s institutions so that our work responds to the concerns and self interests across the broad base as we move forward to action.  <br /><br />Co-Chairs are Karen Meurer, PHOENIX Rising Transitions, and Toby Green, LIUNA Local 483.  Other institutions represented are Havurah Shalom, RAP, and Lake Oswego UMC. <p>MACG held two <a href="http://iafnw.org/macg/leadership" class="internal-link">Leadership Institutes for Public Life </a>within the last three months!  February’s was our first in East Multnomah County at new member Trinity Lutheran Church.  The April training was held at Bethel Lutheran in North Portland.<br /> <br />At the winter training, 16 people from 7 institutions completed training. The spring training saw 18 people from 8 institutions completing.  All together 11 leaders were reflection group leaders and 6 were trainers.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p><i>By Cecil Denney, Lake Oswego UMC<br />April, 2012.<br /></i><br />Recently, something happened at the Brown-Hibbs Domestic Violence Survivor House in Clackamas County that will make you proud to have been a MACG supporter.<br /><br />One of the women in the house relapsed and needed to go into a detox center for treatment. She was living with her two children in the house and normally, in this type of situation, they would have been sent to a foster home while their mom was in treatment.<br /><br />The newest member in the house felt she was in a position to help and offered to care for the children. The other women in the house, using the democratic process they use for all major decisions, agreed.<br /><br />The woman contacted the Department of Human Services and proposed  the arrangement, and the children were allowed to remain in their home, under the care of members of the house community until their mom returned, and had stability and continuity in a time of family crisis.</p>
<p>The Domestic Violence Survivor House (part of our pilot project) is fostering a <b>strong new community</b> where none existed before.</p>]]></content:encoded>

<p><br />At a planning meeting this afternoon, the Sustainable Jobs Action Team members decided to cancel the "Organizing for a Green Economy" meeting that was scheduled for Thursday, May 3.  We have identified specific short and long term issues that need action more than the planned meeting.  To that end, we will pull together key institutional leaders to engage them on the time-sensitive opportunities to support the HIgh Road Contractors in Weatherize for Good, and help members benefit from participating in Clean Energy Works. We will also plan to launch a listening season to learn about the pressures on families and institutions that relate to the Triple Bottom-line values that we have been working to address.  <br /><br />We apologize for any inconvenience canceling this meeting may cause.  And we appreciate your continued support to help families live comfortably in their home, provide living wage jobs with health benefits and improving the environment.</p>

<p><br /><b><a name="Success"></a>Sustainable Jobs Action Team Successes</b><br /><br />MACG influenced legislation process that supports home energy retrofit programs in several areas.  We fought to increase the wages of the people hired to do this work above minimum wage to a family-wage income level.  We testified to get health insurance benefits for the workers engaged in these projects, and to encourage these jobs to go to small and minority or women-owned local businesses, as opposed to large and possibly out-of-state companies.  We were more successful in some areas than others, but succeeded in bringing to these important issues.<br /><br />When the pilot program for Clean Energy Works Portland began the testing phase for their energy retrofit program, MACG successfully lobbied for and won a contract to test a community organizing model as a way to generate home retrofit jobs in a concentrated location that would benefit contractors and potentially realize cost savings for homeowners.  Our research led us to select the Cully Neighborhood as an area in Portland with a high proportion of homeowners in the lower income range, who lived in and area with older homes, likely in need of energy upgrades.  With the efforts of many members of MACG institutions, we successfully demonstrated the effectiveness of the community organizing model for identifying homeowners interested in receiving needed home energy improvements.  <br /><br />Since then, the workgroup helped MACG institutions learn how they can participate with the Weatherize for Good program and receive a finders fee for each completed job, and more than 40 families have signed up for a home energy audit through MACG institutions. The high-road contractors of Weatherize for Good are paying a finders fee of either $150-$300 for each completed home retrofit that is referred by that institution.  <br /><b><br /><a name="Topics"></a>Topics to be Presented at May 3 Meeting</b></p>
<ul>
<li>We are hoping to inform additional institutions about the opportunities of the Weatherize for Good program to help achieve the triple bottom-line values and receive the institutional finders fee incentive. <br /><br /></li>
</ul>
<ul>
<li>The workgroup is aware and concerned that less is being done than is needed to reach out to lower income homeowners who could benefit from a home energy retrofit. Addressing equity is another issue that we hope to explore at the meeting. </li>
<li>Another issue that has come to our attention is that a home energy retrofit results in an energy performance score which estimates the costs to heat or cool the dwelling.  This is a number that allows potential buyers or renters to compare the energy efficiency among homes.  There is growing interest in trying to have the energy performance score as a piece of information that is required to be included with information for potential buyers or renters of homes, condos or apartments. This would increase the incentive and value of upgrading the energy efficiency of homes and apartments, and likely increase demand for this aspect of the green economy.</li>
<li>The final issue that we want to raise for MACG members to consider is whether we want to engage in efforts to require energy companies to pay homeowners and building owners for power they may generate from solar panels on their roofs. This is called a Feed-in Tariff (FIT), and it is a concept that has proved effective in Europe and in Ontario, Canada -- where the FIT has dramatically increased presence of small to medium solar installations on homes, businesses, churches and farms.  As a result of paying an above market premium cost for this energy, large utility companies have been able to avoid building new coal or gas-fired power plants.  FIT is seen as being a potential benefit to help grow the green economy here in Portland and to help achieve our triple bottom-line. </li>
<li>There will be opportunity for attendees to express their own ideas for how to build the green economy.</li>

The MACG Health Care Action Team organized a ‘full-court press’ on legislators to support these bills, especially measures for stronger consumer governance of new health care entities.  </description>

<ul>
<li>Create an <a class="anchor-link" href="#Exchange">Exchange</a> where both individuals and small businesses can buy affordable health care coverage </li>
<li>Create <a class="anchor-link" href="#CCO">Coordinated Care Organizations</a> for Medicaid recipients, coordinating services to control health care costs and deliver better health outcomes. </li>
</ul>
<p><br />The MACG Health Care Action Team organized a ‘full-court press’ on legislators to support these bills:</p>
<ul>
<li>The team organized fellow MACG members to contact Senators and Representatives (emails and calls) <b>over 300 times</b>. </li>
<li>At least three team members went to <b>Salem</b> <b>every week</b> during the session  to <b>talk to representatives directly</b> and attend committee meetings.</li>
<li>The team submitted <a href="http://iafnw.org/macg/current-campaigns/health-care-reform/health-care-news/MACG_Letter_to_OHPB_re_CCO_Governance.pdf" class="internal-link">this letter</a> to the Oregon Health Policy Board, and  Eric Carlson, Lake Oswego UMC, used it as basis for his <b>testimony</b> in  front of a Senate committee.</li>
<li>Team members attended over 10 legislator <b>town hall events</b> and made comments about health care reform.</li>
<li>Delphine Busch, Sisters of the Holy Names, was able to publish <a href="http://iafnw.org/macg/news/press-clips/expand-job-options" class="internal-link">this Letter to the Editor</a> in <i>The Oregonian</i>.</li>

<p><br />In addition, MACG pushed hard – and won - <b>stronger consumer representation</b> on the governing boards of the new Coordinated Care Organizations (CCOs), an issue many will remember from the <a href="http://iafnw.org/macg/current-campaigns/health-care-reform/health-care-news/251-attend-health-care-reform-assembly-but-still-more-to-do..." class="internal-link">MACG Health Care Reform assembly </a><span class="internal-link">in December</span>.  <br /><br />The original bill provided for only one community representative on the CCO boards.  MACG testified that the number should be raised to one-third of the board.  The final bill provides that "at least three members" will be community representatives.<br /><br />Having more community representatives on CCO governing boards will make it more likely that these <b>organizations will truly support the needs of the community.</b></p>

It made a difference!</b><br /><br />If you have questions about either of these bills, or about how they are being implemented, contact <a class="mail-link" href="mailto:mailto:ericinlo@mac.com">Eric Carlson</a> or <a class="mail-link" href="mailto:stana@easystreet.net">Stan Aschenbrenner</a>.<br /><br />The Health Care Action Team is already hard at work planning for what’s ahead:  ensuring that <b>quality consumer representatives</b> are picked for CCO boards, continuing to be a <b>watchdog</b> as these bills get implemented, and following up on <b>equity</b> issues.<br /><br />Check the <a href="http://iafnw.org/macg/events-1" class="internal-link">MACG Calendar</a> for next Health Care Action Team meeting and <b>get involved</b>!  Or email <a class="mail-link" href="mailto:rebrown47@gmail.com">Bob Brown</a>, Havurah Shalom, to be added to the Health Care Action Team email list.<br /><br /><br /><b>More details on the bills that passed:</b><br /><br /><a name="CCO"></a><b>Senate Bill 1580</b> allows the Oregon Health Authority to continue the process of transforming the delivery of health care to persons on the Oregon Health Plan.  The organizations that currently provide only medical care will be replaced by <b>Coordinated Care Organizations (CCOs) </b>that will deliver medical, dental, behavioral (addiction treatment), and mental health care.  The evidence is that the various health problems are often interrelated.  It doesn't make sense, from either the patient's perspective or the taxpayer's perspective, for the (somewhat arbitrarily defined) kinds of care to be in their separate silos.  The CCOs will also focus on managing ongoing conditions, such as congestive health failure and diabetes, in order to reduce emergency room use and hospitalizations.   These organizations will serve as a model to be used for a broader population down the road.<br /><br /><a name="Exchange"></a><b>House Bill 4164</b> authorizes the Oregon Health Insurance Exchange Corporation to implement its business plan.  The <b>Exchange</b> will be a marketplace where individuals and small businesses will be able to compare policies on an apples-to-apples basis and see clearly what the coverages, premiums, co-pays and other costs will be.  The Exchange will also be the mechanism for providing premium assistance to qualifying low-income individuals and tax credits to qualifying small businesses under the federal Affordable Care Act.<br /><br /></p>]]></content:encoded>

Steve Litzow (R - 41 Mercer Island), Sen. Jim Kastama (D - 25 Puyallup), Sen. Steve Hobbs (D- 44 Lake Stevens), and Ways and Means Chair Sen. Ed Murray (D - 43 Seattle).</p>

Steve Hobbs at a large assembly with members of the Sound Alliance and North Sound Alliance. <br /><br />“The jobs bill is something that we (the Roadkill Caucus) can support. We have always been supportive of programs that create jobs rather than hand outs or social services. We firmly believe that this economy is so broken and our budget is broken as well, that we need a way to climb out of this. And the way to find a way out of this is not by continuing handouts and some of these social programs - but with job creation.”<br /><br />Senator Hobbs explained, “At this point in our economy, labor costs are relatively low because so many people are unemployed. Materials costs are relatively low right now because of the recession. So, now is the time to do this, actually.”<br /><br />Members of the Sound and North Sound Alliances gathered at Temple De Hirsch Sinai’s campus in Bellevue to share their support for the jobs bill with Sen. Hobbs.<br /><br />Senator Hobbs did specify that he supported the Senate version drafted by his colleague Sen. Derek Kilmer (D-Gig Harbor) and did not support the House version of the bill. <br /><br />“We need jobs now,” said the Rev. Stephen Tellari, a representative of the Episcopal Diocese of Olympia and a leader of the Sound Alliance. “We are seeing record-breaking levels of need at our food banks.  The faith community cannot meet this need alone. In an era of partisan gridlock, we believe that the jobs bill is a politically realistic, concrete measure that could make a real difference for Washington families.  We are gratified that elected leaders like Sen. Hobbs are taking action on jobs. The Alliances will continue to work with elected leaders in both parties to pass the jobs bill.”<br /><br /><strong>Presenters included:</strong></p>

Have they ever thought of the matter that way?<br /> <br />The board should be made up of the needy not people who are comfortable. Does that make sense?<br /> <br />Insurance companies wish to perpetuate a bad system because they profit from it. Why are so many on these boards and committees? <br /> <br />When will we hear from our Governor? Who is standing up for us?<br />I have more questions than answers.</p>
